Are you trying to make your laptop as a wifi router so that your ipod Touch could get online? Here is the way I found when I do ‘googling’.

Step by step:
You need to go to Start -> Control Panel -> Network and Sharing
Once there look in the Task sidebar there should be an option saying Manage Wireless Networks click on it.

Now that you are there you should see all of the wireless networks you have connected to. Click the + Add button.
Select the Create an Ad Hoc Network option. Then Click Next.
You get an option for the Network name and security type, it’s all up to you.
Then click Next and you have finally setup a wireless network for your house.

Additional Info:
You should contact your internet provider and ask them if they have an updated version of your router because a lot (if not all) of ISP’s have wireless routers.
